Labour

By 2015 every household will have loft and cavity wall insulation.
By 2020 up to 7 million homes will have more substantial improvements like solid wall insulation or renewable energy generating technologies.
By 2020 every home will have a smart meter.
By 2030 every household should have benefited from measures to improve the energy efficiency of their home.
2015 for most households to have loft and cavities insulated should be happening anyway and it is not clear exactly what an “eco-upgrade” is.
Conservative
- No specific targets
The scale of the challenge is mentioned in the Conservatives green paper but there is no clear target stating the number of homes which should be refurbished by when. In the pre-election hustings, the Conservatives have emphasised that the Green Deal finance package should deliver in and of itself
Liberal Democrat
- No specific targets
There is little detail in the policy on scale however they do note that take up in programmes is best achieved through local area-based work linked to national programmes and as such will require local councils to demonstrate how they will implement the Warm Homes Plan in partnership with energy companies and low energy refurbishment providers.
This multi-manifesto analysis explicitly does not recommend or endorse any one political housing policy over another. All the Great British Refurb campaign partners are politically neutral.
The GBR campaign ran from 2009 to 2012 and ended with the passing of the green deal legislation.
Here are our successes
The campaign was set up three years ago with the ultimate aim of making it easier for owners to eco-refurb their homes. And to a massive extent we achieved just that. The Green Deal, which is a government policy which will enables all of us to refurb our homes with no upfront costs is a game changer and we are proud to have been a catalyst and indeed on occasion cattle prod to that happening. So now when the landscape of home refurb is changing dramatically, it is time for us to take a back seat too and let the politicking end and the real world Great British Refurb commence.
